The Smithsonian Institution, Eighth Annual Report
"Every city has its library, so has almost every village, and so have a large number of our common schools. Familiar as this fact is to many of us, it presents a new phase of society, and one indicative of mighty influences. The library is the necessary complement of the school. To teach children to read, and then to give them nothing to supply the desire awakened, is mockery."
The Eighth Annual Report of the Board of Regents of the Smithsonian Institution gives an account of the operations, expenditures, and the condition of the Institute up to the time of this publication in 1854, as well as the previous annual reports going back to the founding of the Institution and the will of its benefactor, James Smithson.
The report of the Assistant Secretary in charge of the Library, Charles C. Jewett, reports the additions to and total numbers of the collections of the Smithsonian Institution Library in 1854. Jewett emphasizes the value of the exchange and donation of material, as opposed to purchasing items. He also reports to the Board the nation-wide need for libraries, and proposes one central, "voluntary yet harmonious" library system.

Happy Birthday to John Quincy Adams, our 6th President and one of the least-appreciated heroes of American history, who was born on July 11, 1767.
Here’s a daguerreotype of Adams taken by Philip Haas on March 16, 1843 -- 14 years after Adams left the White House, 5 years before his death, and while he was enjoying “retirement” by serving in the House of Representatives.
In his diary entry for the day, JQA described how he walked “up to Mr. Haas’s Shop about 9 [A.M.], my hands in woolen-lined gloves bitterly pinched with cold. Found Horace Everett [a Congressman from Vermont] there for the same purpose of being facsimiled. Haas took him once, and then with his consent took me three times -- the second of which he said was very good -- for the operation is delicate, subject to many imperceptible accidents, and fails at least twice out of three times. I then left them and walked to the Capitol, a flake of snow falling here and there as I went.”
The daguerreotype of Adams that survives today is now part of the Smithsonian Institution’s National Portrait Gallery, a fitting location considering John Quincy Adams’s important role in ensuring that the bequest of James Smithson’s estate for the foundation of “an establishment for the increase and diffusion of knowledge among men” in Washington was fulfilled.
The Smithsonian Institution was chartered by the United States Congress after James Smithson donated $500,000 on August 10, 1846.

James Smithson, an English scientist who had never visited America, donated funds to the United States to establish a scientific and cultural institution. After ten years of debate, Congress passed this legislation establishing the Smithsonian Institution as a charitable trust. The law provided for the construction of a building housing a museum, a chemical laboratory, a library, an art gallery, and lecture rooms. Congress awarded the Smithsonian the authority to gather the government's scientific and artistic works into one collection.
