Jay lore drop! He was born in a small town on the Arizona/Nevada border, and enlisted with the NCR from 2258 to 2263. Unfortunately for him his hometown was obliterated by the Legion while he was deployed.

For the next 18 years he tried his luck at finding fortune in Utah, New Mexico, and even parts of Colorado, but it never worked out. He became a courier for the Mojave Express about 6 months prior to the beginning of the game.

His obsession with money is that it gives him power and control which he equates to safety. House's vision for New Vegas appeals to him the most because it's there and it works. Upsetting the status quo and trying to bring ideology or morals into it is exactly the kind of thing that destroys what you love (his ideas, not mine).
