Okay, we’ll just begin with the fact that Tugger flirts with basically everyone who walks into his path. This includes Etcetera:

It’s not clear if Rumpleteazer is a kitten or not, but in shows without Electra or Etcetera, she tends to fill their roles, and they’re both kittens.
