Who makes the first move and how?
I think Janet getting all those different houses and dresses for Jen is basically how she makes the first move, but in terms of like an actual overt romantic gesture I think Jennifer would just one day say "hey, we're going on a lunch date next week so clear up your schedule" and she's acting far more confident than she feels but Janet is very flattered and excited and agrees.
18. When they fight, how do they make up?
Both of them need some time to cool off before they can talk again, because both of them are quite stubborn. Jennifer I think picks some fights with Thundra or whoever before she really is ready to talk, and then comes back to talk things through. Janet might buy something nice for Jennifer, not only as a peace offering but to remind herself how deeply she loves and cares for Jen, but she'll talk things out before she presents Jennifer with it so it doesn't look like she's trying to dodge an actual apology.

Jan had spent her entire professional career as a designer making beautiful women look even more beautiful, so when she looked around the charity ball she felt a deep sense of satisfaction. Everywhere she looked she could see one of her friends wearing a dress she had designed just for them. Wanda’s was red, of course, with a spray of pink tulle at the bottom, Carol’s was sleek and black with an impossibly high slit, and Monica appeared to be cloaked in liquid silver. Jan was wearing a gorgeous gown that was nearly black at the top but lightened to pale green by the time it swept the tops of her feet. It was light and swirling and flattered her perfectly, and she fielded compliments from the moment she stepped into the room.
“Well don’t you look snazzy,” said a voice behind her. She turned around to see that Jen was not at all wearing the formal purple gown Jan had designed to suit her regular-sized self, but was instead green as usual, and wearing a short white cocktail dress bedecked in silver spikes. She looked damn good, but Jan decided to rebuke her anyway, as she was far too informally dressed. She didn’t get a word in before Jen spoke again, “Green really does look good on you.” She winked as she ran her hand down Jan’s side in a show of appreciating the gown. “But I think that dress would look better on my bedroom floor.”
Jan pulled away in shock and horror. “Jennifer Walters! This dress has to be put on a hanger or it will wrinkle!”
