You know for the longest time I was kinda confused about the whole "let you off the hook" concept when Pacey gave that speech to Joey in the last episode. I never really understood it and how it fit into their dynamic. But I was just watching the scene again after a while and something just occurred to me. When you let someone off the hook you basically give them a pass or let them act without any consequences. And in this situation, Pacey is letting Joey off the hook, meaning he is giving Joey a pass which in this situation means she can move on and he won't really hold anything against her.

But Joey gets emotional and says she doesn't want to be let off the hook nor does she believe she needs/deserves to be let off the hook because then she'll keep running. And cue the probably not so groundbreaking lightbulb: Joey doesn't want to be let off the hook because she wants Pacey to hold her accountable. By not giving her the pass and instead confronting Joey about the blurry lines of their relationship and past, Pacey would force Joey to stand still and stop running and once and for all deal with the fact that her feelings for Pacey are very strong and not going anywhere. Joey knows she needs Pacey there to hold her accountable because without him she might never have the courage to face him. Joey needs to be held accountable to admit to herself that she loves Pacey and needs to make the jump at some point. So Joey is essentially pleading Pacey to keep caring for her and keep loving her and being loud about it because she wants to make the jump, she just needs to know that Pacey will be there to catch her.
