Later, at the base
Jonah Alan: Excuse me, aren’t you a little too young to be working in a military base?
Madison: (gun cocking) Aren’t you a little too old to be asking stupid questions?
These are major spoilers (maybe) but, I actually read a preview of the novelization which dove a bit deeper into Jonah's backstory.
It turns out, he had a daughter who was kidnapped and murdered on her way home from school while he was deployed in a war and only found out his baby girl's body had been dumped into a storm drain and left to rot for six days until authorities found her. If anything, he was already disillusioned by humanity's cruelty and the death of his daughter was the straw that broke the camel's back.
While I doubt we're going to get this tidbit in the actual movie, and it also doesn’t excuse the fact he’s letting a three-headed dragon with a genocidal complex spear-head the Titan usurpation of humanity as the rulers of Earth, it does add a sense of tragedy behind his character.
