Rodan: Mothra, stop being a wuss and come blow up private property with us. 

Mothra: See? You’re saying that so casually!

Jonah Alan: Excuse me, aren’t you a little too young to be working in a military base? 

Madison: (gun cocking) Aren’t you a little too old to be asking stupid questions?

These are major spoilers (maybe) but, I actually read a preview of the novelization which dove a bit deeper into Jonah's backstory.

It turns out, he had a daughter who was kidnapped and murdered on her way home from school while he was deployed in a war and only found out his baby girl's body had been dumped into a storm drain and left to rot for six days until authorities found her.  If anything, he was already disillusioned by humanity's cruelty and the death of his daughter was the straw that broke the camel's back.

While I doubt we're going to get this tidbit in the actual movie, and it also doesn’t excuse the fact he’s letting a three-headed dragon with a genocidal complex spear-head the Titan usurpation of humanity as the rulers of Earth, it does add a sense of tragedy behind his character.

Why I think Jonah Alan is the best human antagonist in the Godzilla franchise so far

According to people who saw test screenings of Godzilla: King of the Monsters 2019, Charles Dance’s character, a mercenary named Jonah Alan, is an ex-MI6 agent who sees humanity as irredeemable sacks of crap (and who can blame him?) and believes the Titans are the best way for the world to start anew. 

This is probably the best motivation for a human antagonist in the Godzilla franchise. It’s a bit hypocritical since he is a human himself and he is willing to commit global genocide by setting loose King Ghidorah and any other Titan Monarch has under lock and key upon the world and wipe humanity’s civilization off the map, but it’s not without good reason. 

The guy is an ex-soldier who’s grown tired of witnessing the worst atrocities humanity could ever accomplish and has been forced to commit atrocities just as bad if not worse. If anything, yeah, Jonah would kinda grow tired of seeing how much wrong humanity can do. 

That’s what I like about the human antagonists of the Monsterverse so far. Their actions are not without reason, and, while those reasons aren’t totally justifiable, they are at the very least understandable.
