“Auto Theft Epidemic,” Toronto Star. July 31, 1919. Page 05. --- Motor League Will Conduct Campaign to Curtail Crime. --- The officials of the Ontario Motor League are now taking into special consideration the subject of automobile stealing, and they hope to devise a plan which may help to wipe out the epidemic. Twenty or thirty cars are being stolen every day, and the situation continues to grow more serious.
Speaking of the plans which the league is about to put into effect, Mr. W. G. Robertson, secretary-treasurer of the Ontario Motor League, told The Star that they would be of a three-fold nature.
The first scheme is educational, explained Mr. Robertson. an effort will be made to compel automobile owners not to leave their cars standing unless they are locked and the key withdrawn. In certain cities in the United States Mr. Robertson said that locking of cars is now compulsory and persons neglecting to do so are liable to a fine.
Offer Rewards. The second plan is to offer substantial rewards for information leading to a conviction of the motor thief. Smaller rewards would also be given for useful information with reference to the theft.
‘Who would pay these rewards?’ asked The Star.
Mr. Robertson replied that it might be either the municipality or the league. He pointed out that in the amendments to the Motor League Act, which was passed last session in the Ontario Legislature, power was granted to municipal councils to pass by-laws for payment of such rewards.
Want Severer Penalties. Moreover, the league is endeavoring to persuade the authorities to inflict more severe punishments on motor thieves. Since many of the culprits are youths ranging in age from 14 to 16 years, the question of using the old-fashioned ‘lash’ is now being seriously contemplated. These measures are certainly in the interests of public safety, and they can be taken up by the municipalities, Mr. Robertson explained.

Page 03. ---- Craze for speed and joy-riding under the charm of a cheesey moon smote 14-year Lawrence Quinton, son of Adolphe Quinton, well known hotelman of Ouellette avenue, at an early age, and was responsible for his appearance in Windsor police court Wednesday morning charged with theft of a big touring car from Miss Ryan of Cleveland. With him appeared three negro youths, all over 20 years of age, who were jointly charged with theft of the car. The other boys were Gilbert Brooks, John Brooks, and David Roberts.
Each pleaded guilty and were remanded to jail for eight days to await sentence. MIss Ryan declared she lost her pocket book, containing, she lost her pocket book, constaining, she thought, $15. The boys cheerfully admitted getting this, with 1.08 in it, and just as frankly admitted they spent the contents on candies.
The boys denied knowledge of tools and papers lost by Miss Ryan.
The car was stolen from outside 275 Ouellette avenue Tuesday night.

Last week testimony started in the trial of former Mount Carmel, Tennessee alderman and Vice-Mayor William Lee Blakely, 30, a public servant whose mission after being elected seemed to be to expose himself to as many women drivers as possible by hanging his genitals out the car window while driving at speeds in excess of 90 miles per hour. Who’d have thought it was even possible? Certainly not I. Most of the victims’ stories begin the same way, with Blakely pulling up alongside them on the highway, then waving to catch their attention. Then the free, demented peepshow and masturbating session would begin, causing both Blakely and his victims to drive erratically. Between the speeding, weaving and the behind the wheel "workouts," I don’t have the energy to think about the sad picture it paints. The women were trying to get away and he was chasing them down like Michael Myers. This might have continued until someone wrecked, but luckily, victim Deborah Sturgill wrote his tag number down on her hand so police could apprehend him.
