January 25 2017 - [⚠️: murder, brutality, intimate partner violence] WASHINGTON — A proposal born out of tragedy that would require businesses to enable direct-dial access to #911 is closer to becoming law this week. On Monday, the House unanimously approved #KarisLaw, a measure pushed by Tyler Republican Rep. Louie Gohmert after the #2013 #murder of an #EastTexas woman. #KariHuntDunn was stabbed multiple times by her #estrangedhusband in a hotel bathroom with her children nearby. Her daughter tried to dial 911, but she couldn’t get through because of a hotel prefix requiring her to dial 9 first. Gohmert’s proposal, first introduced in late 2015, would require multi-line telephone systems, like those often found in hotels or offices, to have a default configuration that enables users to dial 911 without a prefix. Gov. Greg Abbott approved a state version of Kari’s Law in 2015. Gohmert’s proposal would make it law nationwide. A version of the bill brought by Sen. Amy Klobuchar, D-Minn., and co-sponsored by Republican #Texas Sens. John Cornyn and Ted Cruz, cleared the Senate Commerce Committee on Tuesday. It now heads to the full Senate for a vote. Last year, lawmakers debated whether the proposal should include a requirement that location data be made available to first responders when a person dials 911. Gohmert has expressed concern with that notion, saying while there are pros and cons to that requirement, it could hinder the bill's passage due to broader privacy concerns. Klobuchar's measure includes a provision that would make location data available, when a person dials 911, to those in charge of a building's security systems in order to make it easier to find the caller. On Wednesday, an aide to Klobuchar noted the on-site notification provision is in both the House and Senate versions. Gohmert said this week that he's optimistic Kari's Law will be signed by President Donald Trump. “We all agree on this,” he said, referring to his proposal. “The language is agreed to in the House and Senate, by Republicans and Democrats ... so it should pass both [chambers] and get to the president’s desk.” #violenceagainstwomen#restinpeace
