Gotham
That was predictable from a batfam *laughs*. I would've said Bluehaven because Dick takes good care of it, but I don't know... This felt wrong. I like this city because of how many vigilante put together to rebuild this city. How they were almost trained by the same man, Bruce Wayne.
The moment I step my feet in the city in the games I felt amazed. There was so many things to see and discover, it's kind of expected from a country girl. There were things that I've never found about this city that I found on youtube and woooow gosh I was so impressed. They even put all the independant vigilanty hidouts. I thought the arkham trilogy game was just basic, but god I was wrong.
Most of the famous villains live in Gotham. Like Ivy, Harley, Catwoman, Joker, Killercrock, the penguin, etc. To be honest, they all have dramas between each other. They all hate each other at some point, except the trio catwoman, harley and Ivy, they love hanging out, but sometimes it can get super explosive, but they still hate each other's life choices.
