While watching chuggaaconroy's let's play of Mario & Luigi: Partners in Time, I discovered Koopeleons, which are basically Koopas with chameleon-like traits (no brainer XD)
So I thought, why not hoomanize one? It couldn't hurt :3
"Leon" here is probably either a bookworm or knows his way around machines. Or both. X3 Considering the fact that Koopeleons are found in Toadwood Forest, I figure Leon found the Vim Factory in his old home and somehow developed an interest in technology in the process (despite being horrified at what the factory was doing to innocent Toads). Keep in mind that the VF was left alone to rot for years. There's no telling what he actually found in there...
