I fully believe that they all treat her as a little sister (at least to some extent), but they were all from pathologic environments. At least 2 of them were homeless, one is from a lineage of villains/criminals, two played LoL and one is a nomu (2 actually, but people ain't ready for that conversation) and ALL of them are mentally ill. There's no way they have healthy or even typical standards on what's okay and what's not for teenage girls (also homeless&mentally ill).

I feel like they would share their food and cigarettes (Dabi would give Toga both fags and weed, I just know it) and would steel pads for her too.

They are all fcked up, but they are fcked up together, you know?
