Alright, finally some quality art from me... This is Laffable He/They.... He's a striped Hyena if you can't tell I'm sorry loool. They also have a partner who I gotta draw eventually. Their both involved in Splinters storyline but anyways. He along with their partner work for the cogs. They basically help the cogs gather information on toons they want to do business with / toons they want sad/dead. He's mainly the planner as he comes up with plans to track the toons down and then his plans get evaluated by their partner and then put in the fire...because she hates most of them. Once in awhile he comes up with an actual good plan...once in awhile. When it comes to their clients he makes sure to keep tabs on them incase they go against their word and their partner wants them gone...and he has to help take them out or get rid off the evidence. As for the toons he accidentally makes them almost not go sad by cracking a joke... also he finds them as an audience to test out new jokes while waiting for Stille to give them further instructions. He doesnt care about rank and only cares about the pay. Anyways...enjoy
