I believe L. cinctus.
There are fifteen genera and about one hundred species in the Largidae, usually found on the ground or among foliage, feeding on plant juices and seeds.

#452 - Arocatus Milkweed Bug
AKA Common Swan Plant Seed Bug. Family Lygaeidae. It's certainly common, and it's certainly on Swan Plant, an introduced and invasive milkweed, better known as Hairy Balls.
The other possibility was Physopelta australis, one of Australia's four species of Largid bug. I'll follow this post with species from both families, so you can understand my confusion.
This particular one was swarming over Hairy Balls in Baldivis, which given how invasive that weed is, is no bad thing.
