He sits on a throne made by a mineshaft with hands of the people he betrayed reaching to the daughter he sacrificed. Behind him and part of the throne is Yellow/KIY as the actual puppetmaster and a canary sits on his hand as a fill in for the wand found in the OG hierophant card and his hands are a reference to that original pose also.
The King in Yellow making Larson wear a collar and crawl around like a dog... that, dear gentlefolk, is the Arthur Lester Influence.
