Like James River was an orphan and taken in by a group named the Silence. There she was conditioned to be an assassin. Her first job was when she turned twelve. To being with she'd use her innocence to get close to her client but as she turned older that no longer worked she was taught to use her body; seduce them into trusting her. 

It went wrong when she was told to kill a suspected government agent; James Bond. He didn't fall for any of her tricks and instead took her back to MI6 where she met M and was told about what the Silence actually were; a terrorist group.

Over the years she became a 'double o' agent. She sees M as a mother figure but knows that at times River annoys her by using her licence to kill a little too often.
