If Sam doesn't care, when she's tired, she'll flop onto foster, grab on and fall asleep right then and there.
Sam doesn’t like sleeping around people (like during meetings or when the states would chill together) and when she’s really tired she’ll get really jumpy and anxious so she can’t sleep because she ends up drifting off and jerking awake a few moments later, so Foster knows that Sam just doesn’t fall asleep in public. But Foster is like a safety blanket and he didn’t realize this until the states gave up on having a meeting and were just sort of screwing around in some park and Sam fell asleep with her head on his shoulder (it was loud and a fourth of the states were playing a very violent game of tackle football and states kept coming over to talk to Foster but Sam slept fine and didn’t jerk awake once) and Foster just melted.
And then she keeps doing it? The states start having movie nights and Sam falls asleep with her head on Foster’s chest and he’s so happy and he just stays very still so he doesn’t wake her up and grins for the rest of the night.
