Mail Tampering Alert at Bayview Village
Dear Mr.Fidani and Mr.Hyde -
Last week, letters were delivered to your tenants' mailbox in Bayview Village urging them to speak out about the discriminatory, bullying and abusive behaviour of your manager, Donna Percival.
I am disappointed and shocked to tell you that someone has removed this mail from every single mail box.
Upon following up with your tenants, it has become increasingly evident that the mail intended for them was intercepted and removed.
As you are aware, mail tampering is a federal offence under the Canada Post Corporation Act (R.S.C., 1985, c. C-10).

48. Every person commits an offence who, except where expressly authorized by or under this Act, the Customs Act or the Proceeds of Crime (Money Laundering) and Terrorist Financing Act, knowingly opens, keeps, secretes, delays or detains, or permits to be opened, kept, secreted, delayed or detained, any mail bag or mail or any receptacle or device authorized by the Corporation for the posting of mail.
49. Every person commits an offence who unlawfully and knowingly abandons, misdirects, obstructs, delays or detains the progress of any mail or mail conveyance.
What I would like to know is why someone in Bayview Village is trying to cover up this issue? Why remove mail that would give your tenants an open forum to safely communicate about issues regarding Donna Percival.
It is a widely known fact among tenants and customers that Donna Percival is not an effective manager. She does not lead by example, such as the way she parked her cars in violation of her own policy.
I would hope that rather than try to hide and discount the accounts that I have collected, that you would create a safe forum for your tenants to come forward without the fear of retaliation.
