Because that was supposed to happen !! Time heist was a part of the sacred timeline, because steve returned all the stones from where he took it from,so the past never changed, as of steve living in the past with peggy, it was also a part of the sacred timelime. Whereas when they went back to 2012 ny, they planned to take the tesaract with space stone in it, and later return it too, but that plan failed and loki escaped, which was not a part of the sacred timeline !!

Thats a mess

In conclution, the time heist was part of the sacred timeline and thus TVA never had a problem, but loki escaping wasnt a part of that, and thats why TVA intervened .
