[Scenario] Hungary stands in a room of her peers: Poland, Bohemia, and Moravia. The Poles claim Silesia is theirs. Silesia is actually under Bohemian rule and thus their is some tensions between the two. Then you have Luxemburg rulers who are demanding the Polish throne.
Poland, Bohemia, and Moravia: *squabbling fighting noises*
Hungary: Guys come on. Guys.
Poland, Bohemia, and Moravia: *still fighting*
Hungary: GUYS! Isn't there something we can agree on?
Poland, Bohemia, and Moravia:.......
Bohemia: Well Austria is kind of a douche.
Poland and Moravia: I agree
Hungary: Well then, why don't we agree to stop fighting among ourselves and ban together against him.
Poland, Bohemia, and Moravia: *nods heads in agreement*

Charles I of Hungary had peaceful relations with both Poland, Bohemia, Moravia, and Luxemburg at the time of this agreement. He worked hard to keep that peace between them because his efforts to unite Hungary as a whole had depleted his army and funds. He didn't want a war with his neighbors either.
Charles I mediated the meeting between Poland, Bohemia, and Moravia's leaders.
The Czech-Polish-Hungarian political agreement did not specifically state that they were against Austria but it was pretty obvious. Charles I was already on good terms with the Poles since he married Casimir's (the son of Polish king Władisław I) sister since 1320. Charles I kept the agreement with Bohemia by betrothing his son Louis to the daughter of the Czech crown prince.]
