Mist and Water!Dew. That’s literally it. I feel Dew’s first few months topside he would be slightly codependent on Mist as she was his mentor and a lot of his firsts

I agree fully. When Dew was summoned he was very distressed about being taken from his natural environment (most ghouls are but he took it very hard) and would spend hours in the ministry ponds trying to imagine he was back home.
I don't think he had a great childhood or early adulthood so suddenly having a pack that were very accommodating and caring was another big adjustment from him mostly being alone in the pits.
Mist was the only one he felt truly comfortable with since they shared their element, he clinged to her. Mist wasn't sure how to deal with it so tried to help Dew whilst also keeping a normal distance at times but Dew wasn't very socially aware, fell asleep outside her bedroom door more than once trying to get close to her.
It was more Dew being dependent on Mist than codependent in my brain, I think Mist was always fairly independent and wasn't sure what to do with a new summon that become so needy with her. She enjoyed being Dew's mentor and introduction to topside, teaching him the best ways to maintain his comfort in the new enviorment.
Introduces him to misting bottles so his skin doesn't dry out, tells him to drink a few water bottles a day to stay moist. He struggles to understand social cues or how to socialise with other types of ghouls so she helps to introduce them, gets Dew used to a more diverse pack outside of saltwater ghouls.
NSFT I think Mist spend Dew's first few heats with him, coaxing him to lay his clutches, letting their tentacles writhe for dominance even if she always won she liked letting Dewdrop try to win. She makes sure he's very well taken care of since it's very rough for him during laying seasons.
