I couldn't find a specific panel for him figuring out, but here's him knowing Batgirl's identity and also him seeing Bruce having saved a baby, suspecting Bruce is Batman, and telling him to go.

I couldn't find where he figures out Batman's identity, and technically Dick isn't Robin here, but this is him deducing Dick's identity both as Agent 37 and Nightwing.
Haly's Circus was known around the world. They toured a different country every year, picking up new acts, sometimes losing old ones. Since it's founding, though, when it was stayed within the borders of France, they picked up the longest running act to date: The Flying Graysons, passing the art of trapeze from parent to child for as long as anyone can remember. Currently, their act is of three people, though the child doesn't hardly do anything more than the tightrope. He does nothing without a safety net until he takes over the act from his parents.
Haly's Circus ran mostly legal dealings. The owner, Mister Mark Haly, third of his name, has no like for the unfavorables who like to try and pay their way into bankrupting his employees. He runs a family business, you see. Most of his performers are second and third generations, though there are a few firsts.
Tony Zucco had been hounding Mister Haly III since they'd arrive in the states at the top of the season. He refused to take any answer that wasn't 'yes' and no amount of law enforcement would get him to back off.
Halfway through the season, Haly's Circus erected it's tents in between Somerset, Gotham, New Jersey and Gotham Light & Power.
"It's rotten," Mister Haly III swore. The show had closed down for the night nearly an hour ago and the grounds were devoid of anyone who wasn't security or staff.
Harry Haly, Mister Haly III's little brother, snorted softly. "Was it Zucco again?"
Mister Haly III sat heavily in his chair. "Yes, it was that trou du cul again."
Sharon Grey, who was playing cards with her sister Linda Grey, hummed softly. "Are we sure none of the varkens in the nearby cities can do anything about them?"
"I'm sure they can," Joey, head of security, said, "It's just a matter of if they'll even bother."
"I doubt they've even looked at any of our complaints," Samson, the Strong Man, scoffed as he stretched out his his arms. "I wouldn't be surprised if they'd all been buttato fuori before they even left the reception desk."
"Now, now, amala," John Grayson, husband of Mary and father of Richard Grayson placated, "We all knew what Gotham was like before agreeing to come here."
"Zucco's been hounding us since we got to this country," Pedro the dwarf said, "I say we give him what he wants so that he vai se foder."
"What does he want?" Harry the clown asked softly.
Mister Haly III sighed heavily. "He wants us to pay to stay in Gotham."
Wilhelm the lion tamer blinked. "What? That doesn't make sense. He's been Hetzjagd after us since we entered die Vereinigten Staaten."
"He could've known we'd be coming here." Jacques offered.
"How?" Harry Haly asked, "We didn't even know we'd be here until we got here!"
Mister Haly III held up his right hand, his left rubbing his temples. His eyes were closed and he was completely slumped in his chair.
After a few minutes of quiet, Waldo the clown asked, "How much does he want?"
For a long moment, no one said anything, waiting for Mister Haly III to answer. Finally, very quietly, he said, "25 thousand USD per act."
a beat. Two. Then, the tent broke into chaos. Everyone was yelling about the price, whether they should pay it or not, what would happen if they did or didn't.
Mary Grayson, wife of John and mother to Richard Grayson, entered the tent near silently. She cleared her throat and everyone stopped what they were doing. "What is going on in here? I can hear you all from my trailer."
The group, sheepish, sat back in their places. Sando, the other Strong Man, was the one to answer her. "Elnézést, asszonyom. We were, um, just discussing how to get rid of Zucco."
She raised her eyebrow. "Mister Haly?"
Mister Haly III finally opened his eyes and straightened up. "We don't have the money to pay him."
"Did you tell him?"
"Oui,"
"Then don't pay him." she said, "You told him we don't have the means; We own him nothing. We can protect ourselves, korèkto?" She was given various affirmative answers. "Good. Now, muro tikno ćhavo needs to sleep, and he can't very well do that if you all keep shouting at each other." Then, she left.
"John," Linda Grey said after a few minutes, "I'm in love with je vrouw."
John laughed loudly. "Vi me."

I wonder if Dick resent Mr. Haly at all for his parents' deaths? Since if Haly had paid the protection money Zucco wouldn't have sabotaged the ropes.
Also, I'm not sure if this is actually canon, but I've heard there's a version where Dick actually tells Haly that he thinks there's something wrong with the ropes, but Haly didn't believe him because Dick was a kid and he thought he was just nervous?
