In the lore GRRM went out of his way to make the dragons evolutionarily plausible by giving them all four limbs, so I figured it would be the same for similar creatures, and I gave Nagga four limbs as well. Obviously she would have no use for wings, so I made them fins instead :)
I took some inspiration from this artwork from a GoT featurette!

Nagga had been the first sea dragon, the mightiest ever to rise from the waves. She fed on krakens and leviathans and drowned whole islands in her wrath, yet the Grey King had slain her and the Drowned God had changed her bones to stone.
i had totally forgotten about nagga the sea dragon!
in a storm of swords (davos iii), melisandre says this:
When the red star bleeds and the darkness gathers, Azor Ahai shall be born again amidst smoke and salt to wake dragons out of stone.
so…there’s another piece of lore to muddy the waters of prophecy in asoiaf.
