The subject is Burial Agency (埋葬機関).
Narbareck Level of Evil: Satan?? Elaboration: She orgasms at murder. She has captured 3 DAAs so far and has to be locked in her room as a form of house arrest by the Church, probably to contain her murderous urges. ((Something that didn't work for Elesia lmao)) Deserves to suffer? Let's see. She takes Elesia out of the killing chamber and gives her two options: 1. Continue being killed after a month of cycle of death and resurrection 2. Become a Burial Agent and receive a different kind of punishment Narbareck is a living saint. This is why she's the head of the Burial Agency. Therefore, she deserves no suffering. Narbareck's amount of suffering: 1% (being locked up in the Vatican seems eternally boring!)) Nasu agrees. Therefore, the amount of evil =/= how deserving of suffering in Nasuverse.
There was a theory (based on some phrasing in a KT sidestory) floating around a while back that Original!Roa had kids with Narbareck the First, thus making Narbareck the Whatever Number We’re On Now-th Roa’s direct descendant.
That brings up a lot of interesting possibilities for fanfic, I’m sure, but the one I’m stuck on is: does that mean that Ciel is technically (very technically) her boss’s grandfather?

The woman standing at the top of the Burial Agency.
She's not the same Narbareck that was talking to Roa, but it just so happens that the administrator of the Burial Agency is always a member of the same family. The current Narbareck is a homicidal maniac, and has shut herself away in the Burial Agency's executive office.
…Well, it's more like house arrest, really.
She regularly bullies all the members of the Burial Agency when they return from missions, and in turn they basically all wish she would just drop dead.
As the powerhouse whose job it is to reign in all the freaks in the Burial Agency, her infamy even reaches as far as the Association. Despite her young age, she is a monster that has already captured three of the 27 Dead Apostle Ancestors.
…That’s not a healthy relationship between the boss and her employees.
The Burial Agency in general is probably not a healthy place.
