Timing question on new Neheb's mana: Is that mana still available to cast a Madness spell I discard to hand size during cleanup?
Yes, the mana will still be available for use.
When you go to your cleanup step, you first discard to hand size and then end any “this turn” and “until end of turn” effects, including Neheb’s which stops his mana from emptying, but the mana has already floated into this step and so it’s safe until we pass into the next cleanup step.
Yes, there will be a next cleanup step since something is triggering in this one and giving players priority. Once everything is cleaned up, the madness trigger goes on the stack and then resolves as normal, allowing you to cast the Fiery Temper or whatever with Neheb’s mana. Just don’t try to repeat this trick in the next cleanup step since Neheb’s mana will be gone.
This has got to be some record for the number of legendary cards for a character that showed up for one fight...wasn’t he destroyed?

Neheb, the Eternal
Neheb is a pretty powerful mana engine and a good reason to play Flame Rift and other burn spells that are normally too inefficient for a 40-life format. The list I’ve developed for Neheb can be divided into mana acceleration (to get Neheb on the board ASAP), haste granters (so Neheb and other creatures can generate mana for you on the turn you cast them), burn spells (which essentially serve as rituals when Neheb’s on the board), card draw and other mana sinks (to ensure you have enough things to spend your mana on), and extra combat steps (thankfully, Neheb does not specify which postcombat main phase gets the mana, so all of them do).

Neheb the Eternal
I didn’t realize when i first saw it, but the minotaur in Mirage Mirror’s art is Neheb. Now that he’s got a before and after version it’s an especially powerful image! (The lazotep eternal pictured by the mirror is slightly different than his appearance in reality on the Eternal card; like the shoulder armor for instance, but that’s because the mirror is just showing a potential outcome. There are bound to be little nuanced differences.)
