that’s exactly what i’d hoped to foreshadow and you nailed it. the berries are a direct tie to robin, and when Ren picks them up inside the arena whenever they form an alliance (just like whenever Peeta picked them up, while teamed up with Katniss) Steve goes berserk.

What's sparked the rebellion? Was it Katniss' volunteering for Prim, Rue’s death, the berries, or was it before all of that?

How does many THG victors joined or being recruited for the rebellion?

I think Katniss volunteering for Prim was nothing more than another bit of the show for the Capitol, and another sad story for the Districts (and a humouress one for the career tributes). And I think everything from that moment was unknowingly playing the role of gunpowder. Peeta's romance, Rue's death, the change in the rules, Katniss playing into the romance. It was all building up, adding layers to the already layered unrest that was within all the Districts.

And I think the berries were the spark. They were the first open and flaunting instance of true rebellion against the Capitol's games for all to see. It wasn't just a case of using their own technology for person gain like what Haymitch did, it was a full on refusal to do as told. Even more, it was a form of control, making the Capitol look like fools by forcing them to give in to District 12 demands. Made even worse when you remember 12 is regarded as the weakest district.

As for the Victors joining the rebellion, I imagine it was a complicated tapestry of events. They listened to the unhappy voices for those in their District. They watched Katniss make fools of the Capitol and the unhappy voices grew louder. They began discussing what this could mean, what they wished they could do, in amongst themselves. From there, they just had to find ways to speak with other Victors they trusted. And once the spies for District 13 got wind of this, all they had to do was approach them with news - news of 13's survival, of their growing army, of their technology, of their ability to finally start fighting back again.

In the end I imagine most of them were terrified but excited for the chance. They saw Katniss defy the Capitol and survive. As said, that act was the spark that gave birth to a flame of hope that kept growing and growing until it became an uncontrollably inferno that was going to swallow one side entirely. It just came down to which side would be swallowed...
