Shaggy’s never actually committed a crime. His dad was a cop so he made sure to tell Shaggy all sorts of horror stories about prisons in order to scare him straight. Though some of the things he’s done have been questionable. (Mystery Inc technically could be guilty of breaking and entering during a lot of their investigations if not for the fact that often they wind up stopping criminals, I would think they could get in more trouble.)
