Summary:
Jim has voiced his boundaries around physical affection at work.
At first, Ed struggles to understand, so they have a conversation about it where Jim explains his reasons. And after having the reassurance that Jim isn't ashamed to be with him and that it's not because he’s a man, Ed is satisfied to respect Jim’s boundaries.
Ed does, however, take those “rules” very seriously, which does at times lead him into predicaments. This is one of those times.

This whole fic came about because it really frustrated me how in 1x16 (I think) when Jim voices his discomfort with Lee being affectionate with him at work and Lee ignores it even though he asks her repeatedly. It just gets treated as this silly, stupid thing by the narrative, like it's something he just needs to get over.
so yeah, fixed it and made it gay xD
I imagine Jim's reasons to be something like a need for privacy about his personal life and a shyness around physical affection that partially comes from the internalised need to keep up the strong man facade. doesn't mean that those aren't things for him to work on over time but he at least deserves to have his feelings validated. (to be clear this isn't a dig at Lee, I think this is a narrative/writing problem).
and what I’m very heavily leaning into with this fic is the autism thing where it can be difficult to understand rules/social conventions and when they’re allowed to be broken and in what ways and by whom.
And because I wanted to be extra self-indulgent, I specifically wanted Ed to be able to ask when it becomes unclear to him. I wanted them to have a conversation about it where Ed doesn't get ridiculed or brushed off and can actually ask his questions to try to understand.

Anything and Everything is riddlegordon at this point, i shall not rest until i expand this community. (i just now remembered i posted riddlegordon headcanons on this account, so i return and provide more food for this barely alive community.)
Seeing as this is a rather rare pair, I feel like I should explain my reasoning and it goes far beyond this gif:
BUT it is related.
So here we go.
My shipping of this pairing is centered more around a sort of AU in which Ed feels no need to become The Riddler. So it starts with sweet, virginal, unassuming Eddie Nygma and pure, boy-scout, cop man Jimmy Gordon. Ed still wants to be a good boy. He still looks up to, and wants to impress the other men in his precinct. He still is in the fight for the greater good and bringing criminals to justice.
Now, it is my belief that Ed's current deviance stemmed from a feeling of inadequacy and loneliness. Simply put, he didn't feel appreciated or wanted anywhere in his life. Everyone he ever admired pushed him away. So, he decided he'd just push himself into their lives no matter what.
Jim was literally the only person who was actually nice to Ed and showed his appreciation. Ed actually admired Jim at first and despite what he says about never actually being friends and Jim only pitying him, I think Ed genuinely considered Jim a good friend and I think Jim felt the same, to an extent. It was the first time in Ed’s life that someone didn’t just tolerate his presence, but actually asked for his insight and appreciated his input.
Thusly, if someone like Jim appreciated and loved him; showed him how smart and good he was, maybe Ed wouldn't have felt the need to lash out. Oswald did show him this, for a bit, but then turned right around and, in Ed’s eyes, betrayed him.
That's the tragedy of most of these characters. If that one thing hadn't happened, maybe they could be somewhat “normal” and happy. Like Oswald. If kids weren't such assholes and if they hadn't bullied him, would he still be the criminal king of the underworld or feel any need to lash out at people who hurt him? Maybe he wouldn't have felt so small and robbed of power and thus wouldn't feel the need to regain that power. Of course, Oswald’s actions are all his own. I’m not saying he should be excused from his heinous violence because of a tragic past, but I do think one’s past experiences, both negative and positive, shapes a person into who they’re going to be. Some grow from it and live with it while others use it to fuel their revenge. By the point Jim met him, Oswald was too far gone and well on his way to enacting his revenge on the world. (Note: Not to bash Gobblepot! I love Gobblepot! I just don’t think it had the same potential to be as fluffy)
But Ed was not.
He hadn’t even dreamed of a life of crime or murder or anything besides being happy with Miss Kringle. Ed was, in a way, very vulnerable and impressionable. Like a child with a thousand possible role models. So what if, by some odd turn of events, Jim perhaps...fell in love with Ed? What if he had taken it upon himself to appreciate Ed romantically? What if he’d taken him on dates and given him kisses and solved his riddles? If one person had shown Ed that he was good and worthy of love, even if it wasn’t romantic, before the Kristen Kringle fiasco, would he have gone down the same path?
Now I’m not saying Gotham relationships are bound to be perfect. They’re so obviously not. I’m not saying that it would have lasted or that love solves everything and erases mental illness. I’m not saying that at all, and there’s still the chance that something else would have triggered Ed’s transition into deviant criminal behavior. It’s all just a matter of theory.
Wow, that was just a really long-winded way to say “I love Season 1!Ed/Jim!” and I apologize and thank you if you’ve made it this far. I have a lot of feelings about Gordma. I think it has a lot of potential. So uh...like if you ship it too? Idk. Cheers.

Despite his exhaustion, Jim has to try to prove the truth to him but Ed's trust in him has shattered.

A/N: This mostly stemmed from a need to validate Ed's emotional hurt after Harvey bullies him. As much as we may love Harvey, we can't deny that's exactly what it was, and that it wasn't fucking fair to Ed. It always hurt to see Ed's smile fall when Harvey snapped at him and I could tell Jim wanted to say something.
So here ya go!
“The more you take, the more you leave behind. What am I?”
“Why don’t you take that somewhere else, Ed? No one cares about your dumb ass riddles.” Well, Harvey was obviously having a bad day.
Ed felt his heart sink and his smile sunk with it. “R-right. Sorry to bother…” With that, he hurried off, clutching the folders to his chest like a shield.
Before he got too far, he could hear Jim sigh. “Why don’t you give the kid a break, Harv? He’s just trying to make friends.” Ed froze, out of eyesight, and listened. No one had ever stood up for him before.
“Yeah well, acting like a smart ass ain’t the way to make ‘em.” Harvey retorted. Ed could hear a slight bit of shame in his voice from being called out by his partner. Good.
“Neither is workplace bullying.”
“Oh give me a break, Jim. Are we in HR? Is this high school? We’re all adults here. Ed’s just a little weirdo who doesn’t know when he’s not wanted.” Harvey huffed and Jim made a displeased noise.
“Maybe if you gave him a chance-“
“A chance? C’mon partner. You know he’s nothing but a gnat. We don’t befriend gnats, Jim, we tolerate them. We ignore them. Swat them away. Stop trying to play the hero and let’s get to work.”
Jim made an affronted noise but said nothing more in Ed’s defense. Ed felt himself shrink with every word from Harvey. Was that how everyone else felt?
He looked around at the faces of pity and petulance. Of course they feel that way.
Ed swallowed hard and hurried off toward the men’s locker room, pushing past Kristen Kringle in his hurry. And to make matters worse, Officer Dougherty was there to call out “Riddle Man!” on his way past. All heads turned to watch Ed scurry away, including the GCPD’s top detective duo.
Jim gave Harvey an unamused look and Harvey only shrugged. For some reason, that chafed Jim the wrong way. He stood and removed his jacket. “Well, when Nygma calls HR, maybe you’ll decide to be a little more ‘tolerant’.”
He didn’t give Harvey a chance to reply, instead walking with righteous indignation to the men’s locker room. He found Ed sitting on the bench, angrily flipping through the file in his hand. When he heard Jim come in, his head snapped toward the door and his glare softened. “Detective Gordon…”
“Hey Ed.” Jim greeted softly. “Look, Harvey was just-“
“You don’t need to apologize for that oaf. Don’t bother.”
Jim carefully sat beside Ed with just a bit of distance between them. “Right. He should probably do that himself.”
The corner of Ed’s lips quirked up just a bit at that. “Thank you…for what you said out there.”
Jim looked confused. “It wasn’t anything. I just-“
Ed shook his head. “It might seem like nothing to you but no one has ever…”
“Stood up for you?” Boy, was that sad. “Not even your friends at school?”
Ed rubbed his arm and shifted awkwardly. That said it all.
“Oh…sorry.” Jim flushed. He didn’t mean to bring that up.
“No need to apologize. You wouldn’t have been my friend either.” Ed said sadly.
“You don’t know that.” Jim argued. Maybe it was true, but Ed didn’t need to know that. Anyway, Jim was kind of an asshole in high school. He’d changed since then.
Ed gave him a look of petulant disbelief. Jim could only sigh. “Look, Harvey shouldn’t have said what he said. He was wrong. He-“
“No he wasn’t.”
“Pardon?”
“He wasn’t wrong.” Ed stated, as if it were just a fact. “No one wants me around.”
Jim didn’t know what to say to that.
Ed looked down at his hands, picking at his lab coat to keep himself from tearing up. “I understand.”
“I like to think it’s because they don’t like being stumped.” Jim said. Ed looked over at him and Jim continued. “I mean, most of your puzzles go over their heads, especially Harvey’s. The human ego is extremely fragile. They don’t like being wrong. They don’t like knowing they might not be as smart as they like to think.”
Ed smiled, just a little. “Veterans always have it, children rarely give it, but all deserve to receive it.”
Jim hummed in thought and then shook his head.
“Appreciation. Thank you.” Ed said softly and then leaned over, kissing Jim’s cheek.
He then promptly stood and scurried out of the door, leaving Jim red-cheeked and smiling.
