Given the margin in the House, and the scope of the bipartisan support, that might not seem like much of a challenge, but one GOP senator summarized a core problem. NBC News also reported:

The umpires seem to have it out for the Yankees, once again. In the bottom of the 5th, three bad calls affected my boys adversely... bad call number one...
That is clearly a strike, but the umpire called it a ball.... bad call number two... same pitch, same placement, same call... are you kidding me?

After asking for a time out, the umpire at second refuses to give it to José Caballero... then he makes a horrid call...
The Orioles challenge the call of safe, and it gets overturned. Gunnar Henderson put his foot in front of the base before he had the ball in his glove. They just had a meeting about this with all the managers in the majors. They decided that if a player impedes a runner from getting on base with any part of his body, it'll be a called obstruction. The call should've been obstruction. José made it back to the base in plenty of time, but the foot was in his way so they said he was out. It's obstruction. No debate. What is with these umpires? It's bad enough that they tell us if a home plate umpire is pitcher or batter friendly because they should call what goes over the plate without bias, but now they're not looking at the obstruction when they review a play. I think that we need new umpires who will call the games fairly for everyone. Alas and alack... it is not to be...
