to ACTUALLY elaborate : xavier very clearly cares more about making mutants "presentable" than actual mutant rights. deadpool is my best example : he's allowed to be in x-force, a more or less secret ops team, but is never considered a mutant any other time. when xavier is in public, he has the "presentable" x-men with him front and center ( i.e. scott, ororo, jean, etc. ) but, like, most of the time his solution is "well how can you better assimilate to human society" rather than "well how can we make human society accommodate you".
