so steve and tony's supposed great friendship isn’t exactly set up well before civil war. but they still could have done something with it in that movie itself. besides that godawful "so was i line." they could have shown that despite this disagreement, before it all goes to shit at least, they are still close and there for each other. but instead they have only natasha show up for steve at peggy's funeral.
