I am designing a world that would bea huge amalgam of cyberpunk, urban scenery and mannerisms, steampunk style of clothing, and the gorgeous colors and scenic perspective of something you would see in a dark Tokyo/urban Japan night. It has elements of alchemy riddled through it where only around 50 percent of the main county/area has full access to it. I need help with fleshing out this world.
Bina: Try going through this site's Settings Sunday page, which has tons of sections related to the world part of worldbuilding. Clicking on a category takes you to a list of questions in that category that'll make you think about how your world is set up. Similar to what we do sometimes!
The best thing about this site is it makes you think about aspects of society you might not have considered otherwise, such as "displays of wealth," "regional cusses," and "funerary practices."
They also have a section of their site called "Magical Mondays" which helps you flesh out your world if it contains magic.

Maree: It sounds like you have a very clear idea of what your world looks like, which is great, but it means you have to reverse engineer the foundations.
You mention that it's an urban environment; cities come from a need, usually related to manufacturing or trade. Is your city a trade center? Is it on a harbor, or a crossroads, or other geographic location that would lend it to that? How is the culture influenced by the many visitors that a trade hub naturally would attract?
Or is it a manufacturing city? That is often related to steampunk, with its roots in the industrial revolution. How does that effect the culture? Is there a worker class and elite class? What are they making? Is the primary resource found nearby? Even if your society is futurist, items still need to be made, and primary materials need to be sourced.
You mentioned that there is alchemy but for whatever reason it's only accessible to 50% of the population. Do you know why that is? Is it a financial thing? Is it related to inborn gifts? What kind of benefits are derived from alchemy? How can that tie into your aesthetic vision? How does that fit with the economic foundations of your city?
Outside Help [Zeus/Thor]

Zeus was hanging out with his grandson, Jason. They were just having lunch and Jason was telling him about his project he was doing for one of his classes. Zeus had managed to make a habit of spending time with his grandchildren, and well Jason was the one out of them all that liked his relationship with his grandfather. Zeus was taking a sip of his beer when there was a distortion out in the middle of street which caught Jason’s attention as well. Suddenly a portal opened up prompting the Olympian King to stand up as a man walked through, a man that looked like him in every possible way. “What is this?” Zeus asked as lightning sparked around his hand.
“Grandpa, this guy looks just like you” Jason said as he watched this look alike walk out of the portal, people nearby looked worried, but Jason knew he was safe since he was with Zeus. And he wanted to ask something but he knew how absurd it would be, pretty sure they would all know if Zeus had a twin brother.
