I think one of the reasons I love "villain x villain" dynamics so much is that they offer a strange kind of comfort, a satisfaction in seeing the most horrible, fucked-up beyond imagination people find the love of their lives, appreciated and desired for exactly what they are.
I also enjoy "villain x hero" ships (not all of them, but when done right), but "two villains in love" just hits harder. It’s "us against the world", and "I will not hesitate to set it on fire to keep you warm" rather than "you need to change so the world I love can accept you".
