How I think it really happened:

Ingo; to the villagers: It is time for me to depart for the station called home. *waves bye and walks out of Jubilife (never to be seen in Hisui again)*

Choy; [the shop-keep]: What did he mean by that?

Arezu: I believe that was Warden Ingo for "It's time for me to return".

Choy: Riiiiight...

I like to think it took 3 months for Cy and Lav to say I Love You. Lav kept waiting for her to say it, Cy kept waiting for him. Finally it just slipped out one day, from thek both, when they were headed to their separate quarters for the night after a long day of work. They both ran home embarassed. Then promptly ran back out to to talk over each other as they explained themselves. Beni and Choy watched it all happen, it was enjoyable.
