In Phantasmagoria of Flower View there exists a file called title01, which contains the elements from the Options menu. Amongst them you can find an "ON" option and a "KEYBOARD" one.
The "ON" option seems to be something that was supposed to be carried over from Imperishable Night but scrapped during development.
However, I am not entirely sure about the "KEYBOARD" option if it's indeed unused, since I am using my laptop's inbuilt keyboard to play the game and not a controller or something else. The player controls present for me in the Options menu are "PAD1", "PAD2", "FULL", "LEFT" and "RIGHT", but there might be a chance "KEYBOARD" appears under special circumstances. So I'm leaving this one with a questionmark for the time being.

WHY TOUHOU 9 SUCKS
Okay so if you couldnt tell by now touhou 9 is Very different from the games in the fact that this is a 1v1 scenario. Im sure it is fun when you are playing with another person but the story mode is an actual Goddamn Nightmare to play. Okay so first of all if you havent noticed all the touhou games have a specific pattern. Not only in the order of stages/bosses you fight but also the bullet patterns and the enemies that appear. That makes these games fun to play even when you lose because you can feel yourself memorizing the patterns and getting better at the game with every attempt. It makes it actually Rewarding to play. This game specifically throws that all out the window with the very core gameplay. For the first six stages each boss you fight is completely random and selected from a random pool from what i can gather. This would Not be a huge problem on its own but this comes down to the bulelt patterns to. The directions the enemies come from and eveyr bullet that spawns is completely random Every single run. It is practically Impossible to come up with a strategy or memorize certain patterns because THERE ARE NO PATTERNS. Not to mention that the random ass bullets that appear are also Basic as hell. There are certain projectiles that appear that are tied to the characters you fight (like cirno dropping icicles and sakuya shooting knives from the other screen) but again these are COMPLETELY RANDOM. THERE IS NO HUMAN THOUGHT PUT INTO WHERE THEY SPAWN YOU JUST GOTTA WING IT. And do not even get me Started on the spell cards. Your opponent can use them at random instead of being tied to their health and All of the spell cards in question are super basic and uninteresting with almost No unique mechanics because of the way the game is designed. AND OH MY FUCKING GOD LILY WHITe She will show up at Complete random and just shower bullets on the screen. Again at random i think its a bit later in each stage but you cant really predict when Exactly she will show up. Even Worse she can show up in the middle of an opponents spell card and actually make what i think are Genuinely Imposssible scenarios where you Will get hit no matter what because you couldnt Predict When she ould even show up in the first place and you get your ass kicked. Granted you can take multiple hits per life in each stage but whenever you Do get hit you get Dragged to a random ass spot of the map and i Guess this helps avoid getting further bodied by projectiles but THAT IS WHAT I FRAMES ARE FOR it rips control away from you for No damn reason just to Piss you off. And also i have to mention the pacing of each stage. In a normal touhou game every stage has basically a set time even in the spell cads. they are timed but you can end them early by draining the boss's health.
