The prequels, but Palpatine is played by Rowan Atkinson. He tells the tragedy of Darth Plagueis the Wise in his witty but slightly comical voice but it's still all very serious.

But then, when Mace Windu comes to arrest him and he does the "I am the Senate" bit, he does the scream and the spin but it sounds like the Mr. Bean from hell.
