Is this rain god the closest thing we'll get to a Water-Water devil fruit???

I wonder if the rain god will be reintroduced in the modern era as a new character (man marked by flames???) Or if its an alternative name was Poseidon and Shirahoshi will gain a similiar power in the future?

Dragon could also be a potential candidate as someone who is associated with weather and a direct enemy to the celestial dragons. The Holy Knights greatest fear could be the worlds most wanted man!?!?
