I like to think about the Red Year as one massive eruption that triggered consistent, smaller-scale but still disruptive eruptions that happen once every few years. So while by the events of Skyrim the actual Red Year is two hundred years in the past, its effects are ongoing and perpetually renewed. The timeline makes no sense otherwise

I never thought about what the consequences of taking down the Sharmat might be. What might happen to Vvardenfell if I destroyed the heart? He intended to send them off in bulk with a supply ship that supported the fort, but the ship failed to arrive as scheduled for several months. His final letter describes the events of the Red Year, and that he was trapped underground and did not expect to survive. His last request was that his wife Selina tell their children that he died in defense of the Empire so they could be proud of their father, and that she remember him so his soul could find its way home, but the letter never made it to its intended recipients.
