Context for those who are not US citizens XDDD:

In short: some orange-faced person decided to paint the granite bottom of the Lincoln Memorial Reflecting Pool NAVY BLUE for American Independence Day, without balancing the pH. It's become covered in algae. And in their attempt to fix it, they poured bleach in. This has further disrupted the ecosystem, the algae have had a field day, and the marine-grade paint that was at the bottom is now surfacing and floating.
