Shelter in Place Order Issued for Gotham

Gotham City, NJ - A shelter in place order has been issued by the GCPD in conjunction with Gotham city officials. While the Riddler continues to hold Wayne Tower and the city's power grid hostage, new series of explosions and building collapses are causing mass panic elsewhere in the city. Per GCPD, suspected strongholds for various crime syndicates, cartels, and human trafficking rings are being hit simultaneously, including several warehouses in Crime Alley and the Gotham Docklands. Officials urge Gotham citizens to remain in their homes and avoid going into the streets for any reason.

"Keep your doors locked and stay inside. Don't open for anyone," Commission Gordon warned in a live-streamed emergency press conference due to the Riddler's takeover of the city's broadcast.

According to law enforcement, both the locations and nature of the explosions appear to be strategically "herding" some of Gotham's allegedly most notorious criminals and traffickers towards the Financial District, as any attempts to flee by the surviving alleged gangsters and cartel members are being met with non-GCPD sanctioned barricades and obstacles that are blocking potential exit routes.

"We don't know who is doing this, but it's like they're flushing them out towards Wayne Tower. We don't know if this is part of Riddler's plan or if someone is just capitalizing on this opportunity."

Any attempts at first responders to secure the scenes of the explosions are being met with blockades as well, causing delays in emergency personnel reaching the survivors while they work to deconstruct the barriers. The death toll of these attacks continues to rise, with officials speculating that no fewer than 30 people are likely dead or dying given the severity and nature of the explosions.

"We have a legal system for a reason. Innocent until proven guilty. Whoever is responsible for this is making a mockery of our justice system. This isn't how it's done. Whoever is responsible will be found, and they will be held responsible."

These new attacks are causing many Gothamites to wonder: where is Batman? Where are the other masked vigilantes? Some go so far as to speculate: could they be responsible for these attacks?
