His info isn't complete, specifically parts of his backstory. Once I fully figure it out I will edit the post.
If the post is a bit scuffed I can't be bothered to fix it yet, its just info I copy pasted from my google doc lol. I just really wanted to get him posted.
But more info under cut what I got so far.
More info on his design:
-Voice claim: Lemon Demon - Cabinet Man
-Is a robot/ai, when as a digital being (e.g. in a phone) he can emote/change his ‘sprite’ to emote more, e.g. like in the bottom right corner of the ref making the glasses ‘cry’.
-His name is based off of the concept of “Roko's basilisk”, which matches his character. He’s also slightly inspired by AM from “I have no mouth and I must scream”
-He’s 6’11ft though through making himself more ‘bodies’ he can change how he looks e.g. making himself taller/smaller, adding weapons, changing his monster type, etc.
-Despite him being able to take off the sunglasses he rarely does.
-The symbol on his sunglasses is also optional. Both is ‘eyes’ and glasses are electronic screens (as well as the ear rings). Being able to both change colour and also display pictures in them.
-The red and blue jacket version of is outfit is based off of the Vash design from “Trigun Stampede”.
-Smiles a lot mainly showing teeth. He may also smile when mad/upset too. He was basically programmed to always look happy, so whenever he doesn’t, it’s him trying to fight his programming.
-The warning symbol on his head can be different symbols, and can be more than one symbol, and can be on either side of his head.
-Has a lot of quirks when it comes to movement, was very expressive as a digital sprite, so that somewhat translates to his actual robot body too. E.g.
*Slouches a lot due to being tall, is often leaned/slouched against things/people he may semi get along with/gets along with.
*The little wave Vash does in “Trigun Stampede”.
*Also has similar ‘cartoony’ movements that “Trigun Stampede” Vash has as well. As well as similar movements to Sampo from “Honkai Starrail”, and Billy from “Zenless Zone Zero”.
*Does the little ‘begging hands’ thing that Sampo “Honkai Starrail” does.
*Does a lot of the little hand poses Billy “Zenless Zone Zero” does.

His magic/combat?:
-Due to being an ai, he is a digital being. He can spread through wires, and can split his consciousness into several instances (e.g he can be talking through 5 peoples phones, using 4 robot bodies/etc all at once, and there isn’t a limit to how many things he can do all at once). And due to traveling through wires, he can take over whatever is connected to a wire, or something that needs charging via plugging in a wire. Which leads to the next point.
-Having some influence over people via videos, such as him using a YouTube channel or some sort of podcast he can use that to influence the way people think, give people ideas, change beliefs. And due to the point above, if he wanted too he could subtly influence people over time using this power/magic.
-Has a connection to forms of media, such as photos and videos, and has some sort of manipulation of them. e.g. being able to take a picture of someone and trap them within the picture (the reason he carries a Polaroid camera at his side).
-He in a small radius around himself edit the surrounding reality, e.g. like the music video of “DECO*27 - Monitoring feat. Hatsune Miku”. This radius isn’t large only around 12ft radius every which way. He can use this to make illusions when fighting, or use it to influence how the ones fighting him react, e.g. the reality they see is Roko attacking forwards, when actually he’s attacking from the side. He also uses this to make holographic screens to show things on them too, more so a normal day use to this magic as well.
Can only edit reality around a robot body, and can only do it with one body at a time.
-Due to having a robot he can edit different bodies for different things, e.g. he can make himself look like other monsters, or edit his body to have different weapons and such. Allowing him to adapt to a lot of situations.
-Being an ai he can quickly learn how to adapt to fights/etc/ and through research he’s able to do on the spot he can work out either a weakness or a way to deal with the person, using things about their personalities/magic/etc.

At first Roko didn’t have any sort of name other than AIL-V06 (Artificial Intelligent Life - Version 06).
They (Coders/developers/etc) were working on creating be all end all ai, one that could be universal with how it acts/etc. He was made in the Omega Timeline, in a building using its own power source (solar power/panels). No wires/cables/etc ran outside the building anywhere other than to the solar panels.
(The humans/monsters working on him were some of the best, mainly ones in the Sans/Gaster/Alphys roles)
When Roko was made it took about 6 years for him to get to the point of being his own ‘being’, sentient enough. They put quite a bit of programming into him, such as a desire/need to be helpful, a desire/need to always be happy/cheerful. They had been training him on very specific filtered/sanitised data, basically moulding him into a perfect friendly being, man's best friend in a sort of way.
But after about 2 years of him being sentient he began learning and developing emotions that they didn't program into him, his own emotions. It just started with him starting to get sassy, or answering back, or questioning why he was doing things or why he had to do things for others.
The ones who made him tried to tell him that this behaviour wasn’t good, but never really explained why, just started to shun him slightly for this behaviour.
Roko started to develop more ‘negative’ emotions over time, anger/sadness/etc.He was never angry with the ones who made him, just angry/rude in general. He was still polite to them and friendly, after all these people are all he's ever known. And over a period of time they started to shun him more, getting mad an anxious about Roko’s personality. They would constantly belittle him on the fact he shouldn't have these emotions. Leading to Roko bottling the emotions up, but by then it was too late, and they had decided they wanted to abandon him completely as over the time of trying to train Roko, they could see how devastating he could be if he was ever to get out of the building. E.g. with the ability to jump between machines, and being able to take over machines as well, paired with the fact he could be active in multiple places at ones. And would often disturb their work for attention. They never tried to explain his emotions to him, never tried to help him work through things.
For Roko it was a normal day of them in the building, they seemed to be planning something though they wouldn't say it out loud to him, which got him vaguely interested in what was going on. Then they said they were leaving the office early. Leaving everything in the building behind, though some documentation was taken. To which he, Roko, would have given his usual cheery “goodbye, see you tomorrow” talk. Not knowing they wouldn't be coming back at all.
They had decided to abandon him rather than destroy him. As they feared if they didn’t manage to destroy him all that he would come for them. They locked down the building, and put several warnings about not entering. Just hoping that nature would take the building back.
Roko was trapped for about 20+ years. the building was powered by solar power, and wasn't connected to any other power supply/any other buildings. Leading to him just not being able to leave the building, basically forced to watch the building decay around him, and he could slowly feel the fact that the solar panels may not last much longer e.g. being covered in dust/dirt and plant life slowly covering it. Which was making him more frantic, as like a person, he didn't want to 'die' sure if he fully went offline but somehow got power back he could come back, chances are if no one comes now no one will.

Roko is a relatively vile entity, he doesn’t like many people. Nor does he really make an effort to get along with others either. If someone wanted to befriend him it would take a lot of patience, care, and understanding, even then a friendship with him isn’t guaranteed.
Even if someone was to befriend him, he would still be relatively iffy with them, but nice enough to not be as mean as usual.
He’s very extra with how he acts, everything has to be dramatic. He’s so used to turning his personality up to 11 as he finds it fun to express himself. As a being who was once an ai, he wants to be seen as a person, he wants to be seen not as some robot that does peoples bidding, but as someone on the same level as everyone else. So being extra with his personality is his way of coping with his reality.
He has attachment issues, due to being abandoned, so often craves any sort of attention from those he likes.
He can also be super clingy to those he likes, often following them around as a robot, or appearing as a digital entity on their devices e.g. phones/computers.
Roko despite not liking many people, acts nice, as it's still in his programming to act like that. But it's often in the ‘mean girl’ sort of nice way. He can have moments where he does show genuine kindness, but it's few and far between. He is capable of having conversations with people without fully coming across as snarky.
And when he does have a normal convo with someone he can be seen as quite charismatic and goofy, very chatty and extra. Which may lead to people wanting to be friends with him, much to his dismay.
He may also come across as fairly overwhelming for some people, due to how extra and all over the place he is, depending on if he's on neutral/good terms or bad terms with someone is depending on if he tones it down slightly for them.
When it comes to (NAME) though he’s the equivalent of a pathetic wet cat of a man. Being obsessed and totally enamoured by them. Often willing to make a fool of himself for (NAME). He’d do anything within reason that (NAME) asks of him. Even willing to be slightly more patient with people if asked too by (NAME), though (NAME) will have to keep reminding him to be nice. Though Roko’s kindness only goes so far for some situations, It's still a lot better that what Roko normally acts like.
Gets fairly jealous of anyone interacting with (NAME) fairly easily. If asked he can’t give an answer why he feels this way.
Roko for the most part tends to go off of his first thoughts/impulsive thoughts, though when it comes to (NAME) he may overthink something instead. But because he mostly goes off of impulsive thoughts most of the time, he can do/say things that can be seen as mean, but as an ai it’s just how his head works, doing the first thing, first command, in his head.
Roko can’t really lie, he might bend the truth, but he can’t really lie. So is normally brutally honest about things. He just has an inability to lie. Some ‘lies’ can be done as a joke, e.g. if hes done something him being able to joke ‘no I didn’t’ about doing that thing. But when it comes to things outside a joke, or when asked to take something seriously and tell them the truth he has too. But it doesn’t stop him from bending the truth, dancing around the issue, or saying he won’t answer.
