I've just got a question regarding the no filming/ photo in public (Which I agree with btw. I'm just wondering how to avoid breaches if consent)

If, say I, took a landscape photo and it's busy. Would I have to edit out every person that's in the far background (Even if it's a bag) because I don't have consent from them?
