Do you think that the Sand Manipulation is a trait of any/all of Shukaku's jinchuriki, or is it specific to Gaara alone?

According to the wiki page on Shukaku, both of the Jinchuriki previous to Gaara could manipulate sand.  The Third Kazekage was even inspired by the sand manipulation to create his Iron Sand fighting style.

the ability to move and shape sand to one's desires. users can control finely divided  rock and mineral particles of earth and control, shape and otherwise manipulate it to their advantage. They can manipulate the density of sand to make it very dense and solid or diffuse and liquid or almost mist-like. User can dehydrate the moisture out of anything containing moisture such as plants, dirt or animals, causing them to crumble into sand/dust.
