this is the thing i've had with Zero Hour tbh - people are aware that it's a WIP fic and will have to wait for chapters, but it doesn't seem to have impacted the following imho. you cant really say anything other than reassure people that you have a plan for where it's going. nine times out of ten, a fic with no real end goal will never get finished and those are the ones that put people off!

And I think that it's linked to readership too. Maybe the writer who didn't finish didn't know where they were going, or maybe they didn't have readers and gave up? A WIP is such a different beast than a completed fic published all at once.
As a reader you want to be reassured and believe it will be finished no matter what (even if it gets like 1 review par chapter) and as a writer, you kinda want your WIPs to get attention, kudos, comments. It's like your engine to get going.
