Hmm... I guess? But I'm also confused by what "dominant planet" means.
Atmakaraka in the chart is the soul's desire (atma = soul; karaka = significator, put those together and you get the soul's significator AKA the soul's desire in this life).
However, the darakaraka also plays a huge part in shaping the essence of someone's life as it is the weakest planet (so it could also be interpreted as a dominant planet, in the sense that it has authority over the chart).
You could also check shadbhala for planetary strength. In this case, you should also check the weakest planet as it will also have a big influence in the chart.
Ashtakavarga is useful to see the positional strength of the planets (which includes planet aspects, house placement, planet in association with other planets in the chart etc).
The lagnesh is super important too, since it lords the lagna.

I guess what I'm trying to say is it's difficult to pinpoint just one planet having control over an entire chart (at least in my opinion).
