Batman 139 was published with a cover date of April 1961. Bat-Girl (Betty Kane) and King Cobra were introduced in "Bat-Girl!" and Bulls-Eye was introduced in "The Blue Bowman". They were created by Bill Finger and Sheldon Moldoff. This issue marked the only time the Singnalman appeared as the Blue Bowman.
