Another point to the "base Metal used to be able to talk until post heroes" from this wonderful thread

Notice the specific wording Eggman uses... Not "He doesn't talk" or "he can't talk."

"He doesn't talk MUCH" so he CAN talk at the time of this game, he is physically programmed to be able to, he just doesn't do it much.
