Each angel garrison is assigned to a specific galaxy or galaxy cluster that contains a planet with sentient life. They almost never leave that galaxy/galaxy cluster. There are other garrisons we’ll probably never even hear about who watch over worlds beyond the Local Group.

They’ve heard of Castiel out there, too.
