I had a crazy thought yesterday; there is a man named Mel il Fallout 3. He comes trying to rob you. But he's afraid and let you go without hard persuasion. There is also a Mel in Fallout 4 but they don't seems to be related. The second Mel is more calm and confident.
So here is my thought : you see who else is stressed, a mediocre bad guy and who lived in the capital Wasteland? Yeah... Deacon. Yes it is a crazy thought but hear me out.
Mel at that time could be Deacon, leaving his gang and needing money before he meet Barbara. Deacon told that he was disgusted by the murder of that man they killed. And so he maybe tried to go by himself but despite not knowing how to gain money in a peaceful way, he don't want to kill anybody anymore and that's why he have an unloaded weapon .
There is no more evidence and Mel is a reference to a character from Mad Max but I kinda like this theory for some reasons.

Frustration
It frustrates me when people tell me to do something and when I'm gonna do it they tell me no not now. Or they tell me to do it in an order that is not smart and makes it harder. They don't listen to reason and I'm the stupid one in the end because they won't listen and everything I'm doing is wrong.
I made a new thing, first time editing cartoon/anime/abridged anime this week.... less poorly as expected (technically second since the Jim Ross thing yesterday)
