I've collated what I've said about Teran ingame and mentioned out-of-game, and made a little post listing it for those interested. I'll be posting more formally and in much more detail about the premise/characters/lore over the next eight weeks or so but if you want a spontaneous refresher on the setting of the new game, I've got you covered!
Teran Iran
Will we meet someone from Teran? Can you give us more information about it other than it's apparently very corrupt? What location/culture would be its real-life approximate? Not gonna lie, I'm WAY more intrigued by Teran than the others ever since you said its aesthetic is like that painting of an Emperor Elagabalus party, which is also my favorite artwork ever.
Teran is very insular and there's not a ton of immigration to Westerlin; its closest diplomatic ties are to Zaledo which is maybe a good thing and maybe a bad thing for Zaledo, as you'll see below. The average Westerlind person mostly has contact with Teran through its exports. We may meet someone from Teran in Royal Affairs but it won't be a major character.
The rural parts of Teran are colder and mountainous, whereas the wealthier cities are more like warmer Mediterranean climates (compared to Zaledo which is mostly hotter). Similar to Jezhan, really, though the colder bits aren't quite as cold.
Teran is hugely patriotic! There are a couple of years' compulsory military service after leaving school and in general the military is a MASSIVE part of culture and Teranese patriotism in general; it's one of the biggest ways that people in poverty can prove themselves and make a fortune.
Teran has a mainstream polytheistic religion stemming from the same centuries-old root as the Church of Jezhan. Some Teranese folks follow the Church of Jezhan, but mostly Teranese religion is very much its own branch. It's very individualistic, with gods worshipped in varied ways across the country based on location, family background, etc - similar to the diversity of Greek and Roman mystery cults.
Teran is much less repressed than Westerlin! As a rule it's not considered rude to address an issue directly and speak your mind. The upper classes are totally into extravagant debauched parties (hence the Emperor Elagabalus picture!) and it's very open, as opposed to Westerlin where anything like THAT would very much be hush-hush and scandalous.
It's pretty much always at war with the small nations surrounding it: right now it's mostly border skirmishes and not major open warfare, but every generation or so they'll make moves against one of the bigger countries (last time it was Westerlin), with a lot of bloodshed over a relatively small area of territory. It's pretty petty, and the other countries tolerate it because Teran has amazing exports (and superior military tech). It's mostly about showing off their strength and getting more resources.
So for the other major nations, especially Westerlin, Teran is considered A Problem... but also A Problem Over There That Will Be Dealt With When The Time Comes. In Royal Affairs, part of why it's important to solidify the Zaledoan alliance is that there will therefore be a nice solid barrier against Teran if (when) Teran starts getting frisky again.
Teranese culture strongly prizes artistic and scientific achievements, not just military ones. There's a sense that anyone can access the upper classes if they work hard! which is as false as it is in "meritocratic" cultures in the real world, but it does happen more often in Teran than in the real world and FAR more than in Westerlin where even if you're a critically acclaimed artist with a lot of money, if you're not an aristocrat you don't have a lot of influence or respect from the upper classes. So say you were Lawrence Alma-Tadema and became famous for painting party scenes, an aristocratic patron would be likely to elevate you to the aristocracy - it makes them look cool and also means you're their ally.
This puts them very much at odds with Westerlind class culture, and in some ways the class mobility is more similar to Zaledo, though Zaledoan culture gives more power to the working and middle classes without necessarily making them arisotcrats first.
Having said all that... meritocracy is a lie so although elections technically exist, the Prime Ministers are pretty much either hereditary or handpicked. The royal family is highly revered (though they're separate from the church). Military command isn't technically in charge of civilian government but has a very large influence on it. Westerlin would look at Teran and say "this is very chaotic and corrupt" but Teran would look at Westerlin and say "hey in Royal Affairs you're having massive upheavals with how your Parliament works... you know what, our way has worked well for a LONG time and we're settled comfortable in it."
