Karachi, 28 February 2018: Women Action Forum Karachi Chapter condemns PKR 275 million grant to Sami-ul-Haq’s Darul Uloom Haqqania
We at Women’s Action Forum Karachi are concerned at the announcement of the extension of Khyber Pakhtunkhwa (KP) government’s controversial programme to mainstream religious institutions. While the KP government argues that the additional grant of PKR 275 million to Darul Uloom Haqqania, also known as nursery of terrorists, was being given in exchange for reform within the madrassh, the madrassh has failed to report any reforms it was supposed to bring in exchange for the grant of PKR 300 million allocated for the seminary last year in KP 2016-2017 budget.
Only recently Pakistan has been placed on the global terror financing watch-list (FATF grey-list) due to its lack of action against terror outfits including Lashkar-e-Taiba (LeT) and Jaish-e-Mohammed (JeM). This means that Pakistan will be monitored in the areas of terror financing and in order to avoid getting blacklisted Pakistan must implement a plan of action shared by the FATF to address its ‘strategic deficiencies’ to curb terror financing. While Pakistan was placed on the watch-list only due to its lack of action, PTI-led KP government’s active support for Darul Uloom Haqqania, under the guise of an extension of program to mainstream madrassahs, is sure to get Pakistan blacklisted risking international isolation.
